We had the same problem a few years ago. The mass-air meter calibration was incorrect. However, there are a number of problems that could cause this behavior. Usually this is caused either by ignition timing or fuel problems. Check your timing first (the easy thing to check) and then look at the fuel system. You should also check the valve lash (or pre-load for hydraulic lifter applications). If the pre-load is excessive the exhaust valve can be held open and cause this type of problem.
