351W EFI Surging Problem

Guys, I have conducted the swap to the 351W EFI Set Up, Im running the following set up. Ported Cobra Upper 351W Ported Lower GT-40X Aluminum Heads Edelbrock 75mm TB Pro M 75mm Bullet 30lb Injectors Stock EGR,TPS,IAB I have a surging that occurs at start up, and intermittingly during stops....but it will idle all day in a stationary position. Do you all have any idea what the problem might be ? I have tried the little plate that goes between the IAB and TB.........I have yet to drill a hole in the Edelbrock throttle blade !!
